Scope of activities

The scope of activities of the National School is the professional training of elected officials, civil servants, employees in legal entities with public authority, elected officials and officials in local and regional self-government bodies and adult education, with the aim of continuously raising the level and quality of their knowledge, skills and abilities, in order to form a professional, effective and efficient public sector that will provide timely and quality public services, in accordance with the best generally accepted standards.

The following activities are within the scope of activities of the School:

  • development and coordination of professional training system for public sector employees
  • development and implementation of training programmes in line with public administration development priorities
  • assessment and analysis of training needs in public administration
  • strengthening the network of coaches, trainers and organisations who develop and implement training and training programmes and participate in NSPA’s activities in the field of administrative capacity building in public administration
  • cooperation with public entities and experts in both public and private sectors, international organisations and bodies, national public administration schools, other training institutions at home and abroad, relevant higher and secondary education and vocational education training institutions as well as other relevant social partners in the field of administrative capacity building in public administration
  • producing and publishing reports, studies and documents and conducting research on relevant issues and topics in the area of administrative capacity building in public administration
  • preparation and implementation of projects and programmes as well as participation in national, EU and other international projects and programmes in the field of administrative capacity building in public administration and human resources development
  • consulting services within the scope of activities
  • and other tasks in accordance with the law, Statute of the NSPA and the Regulation on the Establishment of the NSPA


Cooperation between the NSPA and other institutions and bodies shall be governed by specific agreements and treaties.
