The Administrative Council

The National School is administered by the Board of Directors, composed of the President and four members. The President and members of the Board of Directors are appointed for a period of four years and dismissed by the Government of the Republic of Croatia following a proposal of the Minister of Justice and Public Administration.

The Governing Council adopts the NSPA work and development programme, supervises its execution, decides on the financial plan and annual reports, proposes to the Government of the Republic of Croatia to change and expand its activities, adopts the Statute and other general acts, gives the Government of the Republic of Croatia and the Director of the School proposals and opinions on certain issues, and adopts decisions and performs other tasks specified in the Regulation establishing the National School for Public Administration and its Statute.

The Director

The Director organises and manages the work and business of the School, undertakes all legal actions in the name and on behalf of the School, represents the School in all proceedings before the courts, administrative and other state bodies, and legal persons with public authority, and within the limits of his/her powers can give power of attorney to another person to represent the School in legal transactions. He is responsible for the legality and operation of the School, for the professional work of the School, which he organises and manages in accordance with the provisions of the Statute and other general acts of the School, and is responsible for its work to the Board of Directors.

The Expert Council

The Expert Council is an expert advisory body of the School. The members of the Council of Experts are appointed and dismissed by the Board of Directors following a proposal from the Director, on the basis of a public tender. The members of the Council of Experts are appointed for a period of four years and may be reappointed.

The Expert Council discusses the professional issues of the School’s work in accordance with the Regulation, Statute and other general acts of the School, provides the Administrative Council and the Director with opinions and suggestions regarding the performance and development of the activities of the National School and adopts the Rules of Procedure of the Expert Council.

The Expert Council adopts recommendations regarding the development of new training and training programmes, makes recommendations regarding the strengthening of the network of experts for the development and implementation of training and training programmes, analyses the reports on the work of the School and submits proposals for improving the work of the School and contributes to the overall improvement of the professional development system.
